The “Stadsgewest Haaglanden” (City Region The Hague) was the authority that tendered bus, tram and light rail services for the first time in 2012. HTM, a limited company, was the long-time operator, since 1887. HTM started a joint venture with bus company Qbuzz, called HTMbuzz. They won the tender and operated bus services in The Hague from 9 December 2012 to 7 December 2019. HTMbuzz continued with most of the existing HTM bus fleet: MAN Lion’s City CNG 1013-1045 (2009), 1046-1090 (2009) and 1091-1115 (2011). The only change on the buses was the use of the HTMbuzz logo. No changes to the fleet took place during the concession. HTM itself retained buses 1001-1012 for tram replacement services. Buses 1116-1135 were surplus and did not enter service.
